GOPAC Oceania Constituency Development Funds Conference Discussion Paper is out!

The Constituency Development Funds (CDFs) Conference Discussion Paper that has been developed during the UNODC GOPAC Pacific Regional Conference last November 2022 has been published by GOPAC Oceania and UNODC.

Constituency Development Fund (CDF) is the generic name for a policy tool that “dedicates public money to benefit specific political subdivisions through allocations and/or spending decisions influenced by their representatives in the national parliament”. The paper aims to analyze the adaptation of CDFs in various contexts, possible intersections between CDFs and corruption, and lessons learned from the application of CDF systems throughout the Pacific Island Countries (PICs) and around the world. The report also explores the evolution of CDFs and how they align with international requirements and standards through a review of CDF systems in place in select countries, with a particular emphasis on the Pacific region, sub-Saharan Africa, and South Asia.
