Parliamentary Ethics & Conduct
Parliament, which sets the legal framework and oversees the administrative branch of government, plays the central role in preventing public corruption. To effectively represent citizens, members of parliament carry out their legislative and oversight roles in a way that is demonstrably in the public interest and do so in a way that reflects the ethical standards of their community.
Surveys of public trust in professions often rank parliamentarian among the least trustworthy. Whether this reflects higher standards for people seeking public office or not, such lack of trust seriously undermines the capacity of parliamentarians to effectively carry out their duties related to corruption prevention.
GOPAC established a Parliamentary Ethics and Conduct Global Task Force (GTF-PEC) to develop a policy position on parliamentary conduct, provide tools and training materials, and promote ethics and conduct regimes aimed at building greater public trust in parliamentarians.

Malaysia- GTF-PEC Position Statement
- Parliamentarians should:
- actively and visibly carry out their democratic roles (representation, legislation and oversight) in the public interest and do so in a manner that meets societal expectations of ethical behaviour – essential to establishing public trust.
- in countries that have ratified the UNCAC, ensure that parliamentary standards for behaviour also reflect international standards as well as domestic customs and ethical values.
