“Parliamentary oversight of public finances is key for ensuring effective development cooperation”

GOPAC stressed that strong parliamentary oversight of public finances is key to ensuring effective development cooperation. During its first participation in the 25th Global Partnership for Effective Development Cooperation (GPEDC) Steering Committee, GOPAC emphasized that parliament is vital to ensure that transparent and accountable measures are in place for development cooperation and aid delivery.

“Strengthening the parliamentary awareness so they can be more involved in the development effectiveness area will be critical for us in the parliamentary community. This is a potential area where we can contribute more in the future,” said GOPAC Executive Director Firas Alhadithi during the introductory remarks Tuesday, 30 May.

GPEDC represents a unique composition yet inclusive representation of development cooperation stakeholders. The partnership steering committee comprises the following: countries representing development cooperation recipients, of development cooperation recipients and providers (dual function), of development cooperation providers, representatives of business sectors, parliaments, civil society, multilateral development banks, UNDP/UN Development System, OECD/Development Assistance Committee, Arab providers of development cooperation, trade union, foundations, sub-national governments.

The 25th Steering Committee of the GPEDC also introduced the new monitoring process for development effectiveness, discussed and adopted the 2023-26 Work Programme, and several thematic initiatives proposed by its members. The meeting also welcomed GOPAC, replacing the IPU and representing the parliamentary community, and the UN Global Compact representing the business sector, as the committee’s new members.

Parliament will significantly contribute to the development effectiveness through its involvement in the Global Partnership Monitoring, the exercise to promote collective accountability on the effectiveness of development cooperation, including aid effectiveness. Currently, 35 countries are participating in the 2023-26 monitoring exercise. GOPAC Members are invited to contribute to the process by becoming the parliamentary focal point for their respective countries.
